What happened at Williams from about 1988 to 1991 that caused Mission Park to go from 30% sophomores to 90% sophomores?

As always, one of the purposes of EphBlog is to gather and retain some of the smaller bits of Williams history, in as objective and non-partisan a fashion as possible. I have speculated on this history in the past. It seems clear that there was not significant trading before 1988 while, after 1990, hundreds of students were trading rooms, even though the housing rules had not changed (at all?) in the interim.

What happened? When? Why? Please leave a comment with your memories of this time even if you don’t know the complete story. I am particularly interested in hearing stories from students who traded rooms during this era.
